's approximation method, the first step is to identify the row and column with the smallest cost in the transportation table. This is called the minimum cost cell.

Once the minimum cost cell is identified, the maximum possible amount is allocated to this cell, either based on the available supply or demand. The allocated amount is then subtracted from the respective supply or demand, and the process is repeated until all supply and demand values are satisfied.

In case of tie for the minimum cost cells, the tie-breaking rule can be used to determine which cell to allocate first. One common tie-breaking rule is to prioritize allocating to the cell with the highest opportunity cost. The opportunity cost is calculated by subtracting the second smallest cost in the same row or column from the smallest cost.

After allocating the maximum possible amount to the minimum cost cell, the row or column with zero supply or demand is eliminated from consideration. The process continues until all supply and demand values are satisfied.

It is important to note that Vogel's approximation method may not always result in an optimal solution, but it is a relatively simple and efficient method for initial allocation in transportation problems.
