C option is right because the other three option had wheat and rice in them which were the main food crops for the population only, when the green revolution was launched in India in 1960s , it introduced Indian people to HYV seed i.e. High yielding variety seed which can grow more and can increase the production of crops. Then scientist introduced it so that India won't face and famine in the future and have enough rice and wheat which were our staple food. So if rice and wheat are so much important for the population only then why will the people of palampur waste it on feeding it to buffaloes, so the correct answer is Jowar and Bajra.
