but we failed to promote a strong export surplus. Although public sector expanded to a large extent but it could not bring desired level of improvement in the secondary sector. Excessive government regulations prevented the natural trajectory of growth of entrepreneurship as there was no competition, no innovation and no modernization on the front of the industrial sector. Many Public Sector Undertakings (PSUs) incurred huge losses due to operational inefficiencies, red-tapism, poor technology and other similar reasons. These PSUs continued to function because it was difficult to close a government undertaking even it is a drain on country’s limited resources. On the Agricultural front, due to the measures taken under the Green Revolution, India more or less became self-sufficient in the production of food grains. So, the needs for reform of economic policy was widely felt in the context of changing global economic scenario to achieve desired growth in the country.

Explanation:

Inward looking trade strategy aimed at protecting domestic industries from international competition:
- The policy of import substitution, which is an inward-looking trade strategy, aimed at protecting domestic industries from international competition by imposing tariffs and barriers on imports.
- This strategy was adopted to promote the growth of domestic industries by reducing foreign competition and encouraging the production of goods domestically.
- By protecting domestic industries, the government aimed to create a self-sufficient economy that could cater to the needs of its population without relying heavily on imports.
- However, the downside of this strategy was that it led to a lack of competition, innovation, and modernization in the industrial sector, as domestic industries were shielded from external pressures to improve efficiency and quality.
- Despite the intentions of protecting domestic industries, the inward-looking trade strategy did not lead to a strong export surplus, as the focus was more on import substitution rather than promoting exports.
By following an inward-looking trade strategy, the Indian economy aimed to safeguard its domestic industries from international competition, but it also faced challenges in terms of fostering competitiveness and innovation in the industrial sector.
