Reserved forests is constituted out of forest/waste land which is the property of government (S3) but a village forests is constituted by assigning the right of government to village community to or over a land already constituted as reserved forests.Reserved forests can become village forests but a reserved forests can not become a protected forests(under sec 29 of Indian forest act 1927)
