All the statements are true.

In FDM, different techniques are allocated to different logical channels (stations), each operating in a portion of the spectrum, with the interchannel separation great enough to prevent interference.

In TDM, users take turns each periodically getting the entire bandwidth for a short burst of time.

For fiber optic channels, a variation of FDM is used which is called WDV, in which fibers come together at an optical combine, each with its energy present at a different wavelength.

Any early decision was to make SONET a traditional TDM system, with the entire bandwidth of the fiber denoted to one channel containing time slots for the various subchannels.
