The pair of sentences in I and III have a conditional relationship. Statement II has two sentences which are related but independent.
'Until' is used as a subordinating conjunction to connect an action or an event to a point in time. 'Although' is a subordinating conjunction which introduces a subordinate clause, and needs a main clause to make it complete. 'Because' is used to denote a 'cause and effect relationship'. 'Unless' is used to introduce the case in which a statement being made is not true or valid. 'Instead' is used to present an alternative or substitute.
Only 'unless' can link the pairs of sentences in I and III.
I - "The project is destined to fail unless more villagers can be encouraged to participate in it."
III - "The priceless group of wartime ships is facing early retirement unless new use can be found for them."
E is the right answer.
