Now if the drop in literacy rates between 1991 to 2001 is greater than increase in the rate between 2001 to 2006, it is likely that the overall figure goes down. This is what is highlighted by option 4. Effectively a narrower base would make the increase in 2001 to 2006 seem a lot bigger than it actually is, and thus, the overall rate can fall. This is what we want as we wish to weaken the argument, and this option helps us to do that.
