Solution:
- Since R is at the top and there is one engineer between R and S, the only place S can be is on the 7th floor.

- Since neither V nor Q is a doctor, P must be the doctor on the 8th floor with V on the 3rd floor.
- The number of floors above and below U are equal, so U must be on the 5th floor.
- T is below the vacant floor, so T must be on the 2nd floor and the vacant floor on the 4th floor.
- The remaining engineer must be on the 9th floor, which is R.
- This leaves S as the doctor on the 7th floor.
Conclusion:
