All flashes are instances (A) + No instance is an hour (E) = A + E = E = No flash is an hour (E) conversion No hour is a flash.Hence (c) follows.
From statements (First + Third), conclusion (d) follows. From statements (Second + Third) conclusion (E) follows. Now, from statements (Second + Third + Fourth) the possibility in (a) exists. But conclusion (b) does not follow.
Hence, only conclusion (b) does not follow

Understanding the Statements:
- Some moments are flashes.
- All moments are not necessarily flashes.
- There can be moments that are not flashes.

Identifying the Incorrect Conclusion:
- All moments are seconds. (This conclusion cannot be drawn as not all moments are seconds, some moments can be flashes)
- All flashes are instances. (This conclusion can be drawn as it aligns with the given statements)
- No instance is an hour. (This conclusion can be drawn as it aligns with the given statements)
- No second is a flash. (This conclusion cannot be drawn as some moments are flashes, hence some seconds can also be flashes)

Therefore, conclusion "No second is a flash" is the answer that logically does not follow from the given statements.
