To understand which word belongs in which blank we need to know its meaning as enlisted below -
​From the above meanings, it is clear that :
The sentence 'It admitted (A) that Elon Musk is obsessed (B). In fact, the Tesla chief appears (C) that he is an alien (D) himself.' This is incorrect because ' It admitted that Elon Musk is obsessed with aliens' makes no sense. The word which fits best in place of 'admitted' is 'appears'.
When these two words 'appears' and 'admitted' are interchanged the sentence makes correct sense. So, A and C should be interchanged to make the sentence correct.
