We are given the equation $x^2 - (m-3)x + m - 2 = 0.$

For this equation to have two real roots, the discriminant must be nonnegative: $(m-3)^2 - 4(m-2) \ge 0.$ Simplifying, we get $m^2 - 11m + 22 \ge 0.$ Factoring, we get $(m-2)(m-9) \ge 0.$ Thus, $m \le 2$ or $m \ge 9$.

We also know that the two roots must be positive.
