A motion to remove the Vice-President of India can be moved by-a)Only ...

The Vice-President can be removed from his office by such a resolution of the Council of States or the Rajya Sabha, which has been passed by a majority of all the then members of the Rajya Sabha and which is agreed to by the Lok Sabha. Provided that no motion shall be presented for the purposes of this clause unless notice of the intention to move the resolution has been given to him at least 14 days in advance.
By the 11th Constitutional Amendment Act 1961, by changing the electoral system of the Vice-President, instead of a joint sitting of both the Houses of Parliament, an arrangement was made for the electoral college.
The Parliamentary system is taken from the constitution of Britain. Parliament has three organs - President, Rajya Sabha, Lok Sabha.
Lok Sabha (member 550) is dissolved after 5 years but Rajya Sabha (member 245) is never dissolved.
According to the 11th Constitutional Amendment Act 1961, the election of the President and the Vice-President cannot be challenged on the ground of vacancy in the appropriate electoral college.

Some Important Points

The election of Vice President is conducted by the Election Commission of India.
The minimum age of the candidate for the post of Vice President of India should be 35 years.
There is no upper age limit for a candidate for the post of Vice President.
The Vice President is elected indirectly.
A candidate for the post of Vice President must be proposed by at least 20 voters and approved by 20 voters.
The security deposit for the post of Vice President is ₹15000.
