in the process of evaporation with the help of sunlight only the water present on the upper surface get evaporate in the form of water vapour. that's why it is a surface phenomenon. in boiling the water present is put on a gas then the whole water particles from bottom to top are evaporated irrespective to surface. that's why it is a bulk phenomenon.
