In Chromium the configuration is 3d^5.4^1. After removal of first electron the second electron has to be removed from stable configuration of exactly half filled d-orbital and therefore more energy is required.

The electronic configuration of Cr is 1s2 2s2 2p6 3s2 3p6 3d5 4s1 one electron from 4s orbital goes to 3d orbital to attain more stability. thus for first ionization enthalpy one electron from 4s orbital will be removed. For second ionization enthalpy one electron will be removed from 3d orbital. as it has 5 electrons ( half filled orbital has more stability ) more energy is required to remove one electron from stable orbital.

Mn:(Ar)3d54s2
Fe:(Ar)3d64s2
The second ionization of Cr means removal of electron from the stable configuration of 3d5.
The highest second ionization enthalpy is Cr
