When the ball is thrown upward it is travelling with the acc.which is given to it but then acc. due to gravity opposes it .so it become slow . ........................while......................... when the ball is comming downward it only have the acc. due to gravity.No other force is opposes it's movement except than neglegeble resistance of air so it came downward fast. ( acc. = acceleration.) That's all.

Its very simple... As when ball goes upward it goes against the gravity so it cannot overcome the air resistance... When ball comes down it comes in favour of gravity so it overcomes air resistance...
