Insulators show this property because they have a large energy gap, Eg, between the valence band and conducting band. Hence the electrons at room temperature are unable to gain sufficient amount of Kinetic Energy to jump to the valence band and hence become conducting. That is why electrons in an insulator are tightly bound and have negligible mobility at room temperature.
