it is given that x+y = 9/2 = 4.5 [From statement 1] ..... (eq. 1)
              and 2x+3y = 11 [From statement 2] .......... ( eq. 2)
we need value of x, we can't get a specific value from a single equation. We need 2 equations for solving a 2D equation
Both statements together are sufficient.
Hence, option C
