Let's find the probability that neither of the cards drawn is an ace:

Probability of drawing a non-ace from the first pack = 96/104
Probability of drawing a non-ace from the second pack = 96/104
Probability of drawing non-aces from both packs = (96/104) x (96/104) = 9216/10816

Therefore, the probability that at least one card is an ace = 1 - 9216/10816 = 900/10816 = 25/169.
