I don't think they are interchangeable terms because interchangeable terms are those which can be used in place of each other... but industry and commerce are interchangeable becz industry is an activity that converts raw material to finish goods..whereas commerce has the two division like trade and auxiliary to trade and they provides support to the industry . ..
