In A and D electron withdrawing groups are attached with the benzene ring. So electron density decreases over the benzene ring which is unfavorable for electrophilic substitution rxn. But for B and C after resonance negative charge will generate on the benzene ring, means electron density increase over the benzene ring which is favourable for electrophilic substitution rxn . So B and C will show faster rate than unsubstituted benzene.
