We can understand this through an example of flow in a mild sloped channel behind a dam, when the flow is subcritical. As we know that flow profile behind a dam is M1 and we know all flow elements like depth, discharge etc at dam location. So we have to go upstream to find the Gradually varied flow profile. So control section for subcritical flow is at downstream location.
