That's because it has more tendency to attract shared pair of electrons towards itself. The reason being it will complete it's octet. Indeed hydrogen can create it's duplet. But the thing is that octet formation is more dominating than duplet formation. So, Chlorine has more tendency to attract the shared pair of electrons towards itself and hence has more electronegativity than Hydrogen. I hope you get what I'm intending to say.
