Town Planning: The discovery of the Sumerian city of Ur has shed light on the lives of the early Mesopotamians. The Mesopotamian cities fell short in terms of town planning as compared to the Harappan centres but followed a uniform pattern nevertheless. The city was divided into three parts - the sacred area, the walled city on a mound and the outer town. The sacred area consisted of the temple tower or the ziggurat dedicated to the patron god of the city. There were also smaller temples of other gods. This area also had the storehouse as well as the offices. People resided in the walled city and the outer town areas. Houses were constructed along the streets, and each house had a central courtyard with rooms attached around it.

2. Urban Planning:

- Streets were laid out in a grid pattern, dividing the city into rectangular blocks. Houses were made of mud bricks and were often clustered together, forming neighborhoods.

3. Writing and Record-Keeping:
- The Mesopotamians developed one of the earliest writing systems known as cuneiform. This script was written on clay tablets using a wedge-shaped stylus.
- The development of writing facilitated record-keeping and administrative planning. It allowed for the documentation of laws, contracts, and economic transactions.
- Priests and scribes played a vital role in maintaining and deciphering the written records, ensuring efficient governance and planning.

4. Legal and Administrative Planning:
- The Mesopotamians created a system of laws and regulations to govern their societies. The most famous legal code was the Code of Hammurabi, which established a set of rules and punishments for various offenses.
- Administrative planning involved the establishment of bureaucracies to manage the affairs of the city-states. Government officials were responsible for tax collection, resource allocation, and the maintenance of public infrastructure.

In conclusion, the planning of the Mesopotamian civilization encompassed various aspects, including agricultural techniques, urban design, writing systems, and legal/administrative structures.
