For a molecule to be IR active, there should be transition dipole moment in molecule. It means if there there a change in dipole moment during any vibration, it is IR active. In Assymetric stretching, both a and b have a transition dipole moment. Thus their are IR active. NOTE: Permanent dipole moment is necessary for Microwave Spectroscopy.Transition dipole moment is necessary for IR Spectroscopy.
