 In a parallel circuit, if one bulb blows out, it acts as an open circuit. Current does not flow in that branch but it continues to flow in the other branch hence the bulb continues to glow.

If two bulbs are connected in parallel then current through the two will be different. If one blows out then it will act as open and entire current will flow through the other bulb.In that case power of other bulb increase and it will glow with increased brightness. So with regards to this I think option C is the answer.

If we increase load, the resistance will decrease as loads are connected in parallel.  if equivalent resistance decreases it will increase current I to make the voltage constant. So as voltage across bulb remains  contact the brightness remains constant.
