This is an SN1 reaction, so, rate of the reaction only depends on substrate, it doesn't depend on nucleophile. Hence change in concentration of the nucleophile won't affect the rate.

Basically during the course of the reaction a stable carbocation will be formed and hence the reaction will follow the sn1 pathway that is the unimolecular pathway where the rate of the reaction will depend upon the 1st step which is the red. So the reaction kinetics will be r=k(carbocation) is equivalent to k=r(substrate).So since there is no term of concentration of nuclophile in the rate equation therefore the rate is unaffected by concentration of nucleophile.
