THE DIRECTORATE GENERAL OF TRADE 
REMEDIES
Earlier known as Directorate General of Anti-dumping and Allied Duties.
Named in May 2018 as an integrated single window agency 
for providing comprehensive and swift trade defence mechanism in India.
Earlier
1. The Directorate General of Anti-dumping and Allied Duties (DGAD) dealt with anti-dumping and 
CVD cases
2. Directorate General of Safeguards (DGS) dealt with safeguard measures
3. DGFT dealt with quantitative restriction (QR) safeguards. 
The DGTR brings DGAD, DGS and Safeguards (QR) functions of DGFT into its fold by merging them 
into one single national entity. 
DGTR now deals with Anti-dumping, CVD and Safeguard measures.
It also provides trade defence support to our domestic industry and exporters in dealing with 
increasing instances of trade remedy investigations instituted against them by other countries.

MERCHANT EXPORTERS
Merchant exporters play an important role in finding overseas markets, getting export orders, 
communicating to MSME manufacturers the current preferences, trends and demand for 
products in international export markets. 
MSME manufacturers export significant quantity of products through merchant exporters. 
High cost of credit equally impact their competitiveness also as they factor the high interest 
costs in their export costing.
Government has decided to include merchant exporters under the ongoing Interest Equalisation 
Scheme for Pre and Post Shipment Rupee Export Credit

INTEREST EQUALISATION SCHEME
The scheme will be available to all exports of MSME and 416 tariff lines.
Merchant Exporters were not eligible earlier.
The scheme would be funded from the funds available with the Department of Commerce.
Ministry of Commerce & Industry may place the funds in advance with Reserve Bank of India.
The present scheme, which is in-force from 1.4.2015 for five years, 
provides interest equalization rate of 3% on Pre and Post Shipment Rupee Credit for all 
manufacturing exporters exporting.
