Subsidies for Green Hydrogen Projects in Uttar Pradesh

  • The Uttar Pradesh cabinet has recently approved a substantial subsidy program amounting to 50.4 billion rupees (approximately USD 608 million) to promote the production of green hydrogen.
  • This initiative is part of the state's Green Hydrogen Policy, which aims to establish a significant capacity for green hydrogen production by 2028.

National Green Hydrogen Mission

  • If successful, Uttar Pradesh's policy could contribute to one-fifth of India’s ambitious target of producing five million tonnes of green hydrogen annually by 2030, as outlined in the National Green Hydrogen Mission.
  • The focus of this policy is to meet existing demand in industrial processes such as chemicals and oil refining, replacing grey hydrogen, which is currently produced using fossil fuels.
  • Grey hydrogen, which has been the standard due to its reliance on gas, is being phased out in favor of green hydrogen, which offers a more sustainable and environmentally friendly alternative.

The Green Hydrogen Policy aims to achieve the following:

  • Produce one million metric tonnes of green hydrogen annually by 2028.
  • Fast-track environmental permitting for producers.
  • Rebate on transmission charges for the intrastate grid.
  • Exemption from electricity tax for ten years.
  • Exemption from stamp duty.

Land Leasing Initiatives

  • The state government plans to lease land to state-owned enterprises for green hydrogen projects at a nominal rate of one rupee per acre per year.
  • Private renewable hydrogen investors will be offered land leases at a rate of 15,000 rupees (approximately USD 181) per acre per year.

National Green Hydrogen Mission

  • The National Green Hydrogen Mission, launched by the Union Cabinet in January 2022, aims to promote the production and use of green hydrogen and green ammonia.
  • The mission focuses on various components, including strategic interventions for green hydrogen transition and partnerships for research and development.
  • The expected outcomes by 2030 include significant annual production of green hydrogen, fossil fuel import savings, job creation, and substantial investments.

Hydrogen Types

  • Produced through electrolysis of water using renewable energy sources like solar and wind. It has a lower carbon footprint as the process emits no harmful gases.

Green Hydrogen

  • Made from natural gas, releasing associated emissions into the atmosphere. This is the most common form of hydrogen currently used.

Grey Hydrogen

  • Similar to grey hydrogen but with carbon capture and storage technology to reduce emissions.

Blue Hydrogen

  • Produced from coal, with emissions released into the atmosphere, making it the least environmentally friendly option.

Uses of Hydrogen

  • Hydrogen is primarily an energy carrier, capable of storing and delivering large amounts of energy. It can be used to generate electricity, heat, and power through fuel cells.
  • Currently, hydrogen is widely used in petroleum refining and fertilizer production, with emerging markets in transportation and utilities.
  • Hydrogen and fuel cells have potential applications in distributed energy systems, backup power, renewable energy storage, and portable power solutions.
  • Their high efficiency and low emissions make them suitable for reducing greenhouse gas emissions in various sectors.

Allahabad High Court Deems UP Madrasa Education Act Unconstitutional

The Allahabad High Court has recently declared the Uttar Pradesh Board of Madarsa Education Act, 2004, as "unconstitutional." The court found that the Act violates the principle of secularism enshrined in the Constitution. As a result, the court has ordered the state government to integrate current madarsa students into the formal schooling system.

  • The petitioner challenged the constitutionality of the UP Madarsa Board and raised concerns about the management of madarsas by the Minority Welfare Department instead of the Education Department.
  • The petitioner argued that the Madarsa Act infringes upon the basic structure of the Constitution, particularly Article 21-A, which mandates quality compulsory education for children up to the age of 14 years/Class-VIII. They contended that the Act fails to provide universal and quality education to all children studying in madarsas.
  • In Uttar Pradesh, there are approximately 25,000 madrasas, of which 16,500 are recognized by the UP Madrassa Education Board. Among these, 560 madrasas receive government grants. Additionally, there are around 8,500 unrecognized madrasas in the state.
  • The Madarsa Education Act was enacted in 2004 to regulate madrasa education, focusing on subjects such as Arabic, Urdu, Persian, Islamic studies, traditional medicine, philosophy, and other specified branches. The UP Madrasa Education Board was established to oversee this education, comprising a chairperson, director, and representatives from various sectors, including Sunni and Shia communities.
  • Article 21 (A) of the Constitution ensures the Right to Education, making free and compulsory education a fundamental right for children aged six to fourteen years. This provision was introduced by the 86th Constitutional Amendment Act of 2002, replacing an earlier provision under Article 45 in Part IV of the Constitution.
  • In summary, the Allahabad High Court's ruling highlights the importance of upholding constitutional principles, including secularism and the right to quality education for all children, regardless of the type of institution they attend.

Panchayat assistants, Kotedars, and Asha workers conduct door-to-door visits to facilitate card creation for residents. Eligible beneficiaries can also obtain their cards at the Gram Panchayat Bhawan within their villages.

Streamlined Process:

  • Under the Ayushman Bharat Scheme, Uttar Pradesh has witnessed 3,481,252 health claims filed, with an impressive settlement rate of 92.48%. This indicates the scheme’s effectiveness in providing timely assistance to those in need.
