Inauguration of Divya Kala Mela by the Governor

On June 29, 2023, Governor Kalraj Mishra of Rajasthan inaugurated the Divya Kala Mela at Jawahar Kala Kendra in Jaipur. This event, organized by the Union Ministry of Social Justice and Empowerment, aims to showcase and promote the skills and craftsmanship of products made by Divyangjan (persons with disabilities).

Key Points from the Inauguration:

  • Significance of the Fair: Governor Mishra emphasized that such fairs are crucial for making the talents and skills of Divyangjan accessible to the public. These events boost the self-confidence of Divyangjan and contribute to their economic empowerment.
  • Promotion of Indian Arts and Crafts: The fairs not only empower Divyangjan but also play a vital role in promoting Indian arts and crafts. In today’s marketing and advertising era, these fairs highlight artistic and cultural expressions as valuable products.
  • Government Initiatives: Union Minister Dr. Virendra Kumar mentioned that Divya Kala Melas are being organized in various states to provide a platform for products made by Divyangjan. He also noted the distribution of aids and appliances to 25 lakh Divyangjan through 13,000 camps across the country, fostering hope and self-reliance among them.
  • Support for Disabled Welfare: The Government of India is actively working on the welfare of disabled individuals through various schemes aimed at enhancing their skills and integrating them into the mainstream.
  • Distribution of Aids: During the event, Governor Mishra distributed concessional loan approvals, tricycles, hearing aids, walking sticks, and other assistance under the Divyang Swavalamban Yojana to support Divyangjan in starting self-employment ventures.

Museum will be Established in Deeg

On June 29, 2023, Rajasthan Chief Minister Ashok Gehlot approved a financial proposal of Rs 4.21 crore to set up a museum at Deeg in Bharatpur district of the state.

  • According to the proposal, a total of 8 galleries will be constructed including Gallery, Maharaja Surajmal Gallery, Arms Gallery, Statue Gallery, Excavation Gallery, Art and Culture Gallery, Braj Mandal Gallery, Painting Gallery, displaying the history of Bharatpur dynasty.
  • Along with this, high mast lights, solar lights, water supply related works, traffic for the convenience of tourists and other development works will also be done in the Deeg fort area from the main gate to the museum building.
  • With this decision of the Chief Minister, tourists will be able to get various information including the Deeg fort as well as Bharatpur’s dynasty, Braj’s art and culture, ancient weapons at one place.
  • It is noteworthy that the announcement in this regard was made by the Chief Minister in the budget for the year 2023-24.

Multipurpose Indoor Hall to be Built in Bharatpur and Bikaner

On July 2, 2023, Rajasthan Chief Minister Ashok Gehlot approved a financial proposal of Rs 16.44 crore for the construction of multipurpose indoor halls to provide better sports facilities to the players in Bharatpur and Bikaner districts of the state.

  • The construction of each hall will cost Rs 8.22 crore.
  • With the construction of a multipurpose indoor hall, players will get opportunities to participate in indoor games and showcase their talent.
  • It is worth mentioning that an announcement in this regard was made by the Chief Minister in the budget 2023-24.

Many Important Decisions Taken in Rajasthan Cabinet Meeting

On June 30, 2023, a meeting of the state cabinet was held under the chairmanship of Chief Minister Ashok Gehlot, in which many important decisions were taken regarding the formation of new districts, reading the Preamble and fundamental duties of the Constitution in schools, increasing the first salary in favour of the employees in 6 months, giving more opportunities to the youth of the state in government service.

  • In the cabinet meeting, the report of the Ram Lubhaya Committee formed for the formation of new districts was discussed. These new districts will give a new impetus to the development of the state and will increase the ease of the common man. Implementation and monitoring of development-related schemes will be done more effectively so that the common man can get the benefits of government schemes, facilities and services quickly.
  • It is known that 19 districts were announced in this year’s budget. In this sequence, the report submitted by the Ramlubhaya Committee, the representations received from various sectors and the public sentiment were discussed by the Cabinet regarding the assessment and determination of the limit.
  • In the Cabinet meeting, it has been decided to introduce the Preamble of the Constitution and the Fundamental Duties in every school.
  • This will further strengthen the faith and pride of the young generation of the state in the great Constitution, democracy and nationalism of the country. ‘No Bag Day’ will be observed every Saturday in the schools.
  • Newly published textbooks will include the preamble and fundamental duties of the Constitution.

Name Change of Rajasthan ILD Skills University

  • The Cabinet has approved the draft ‘The Rajasthan ILD Skills University, Jaipur (Change of Name and Amendment) Bill-2023.’
  • Rajasthan ILD Skills University will be renamed ‘ The Vishwakarma Skills University.
  • This decision initiates the process for appointing a vice-chancellor, forming the board of management, and introducing new provisions.
  • The name change aims to facilitate smoother and expedited operations of the university.
  • With the Cabinet's approval, the bill is now ready to be introduced in the Assembly.

Amendments to Rajasthan Civil Services Pay Rules

  • The Cabinet has approved amendments to the Rajasthan Civil Services (Revised Pay) Rules 2017.
  • Under the amendments, if the promotion of personnel equals the pay level of the promotion post or ACP, their salary will be fixed in the next cell, leading to an increase in salary.
  • Two increment dates, January 1 and July 1, have been established instead of the current single increment date.
  • This change allows personnel to receive the first increment in just 6 months.
  • The designations of various services will also align with the service rules through these amendments.

Amendment of Clerical Service Rules

  • The Cabinet has approved amendments to the Rajasthan Subordinate Office Clerical Service Rules 1999, Rajasthan Secretariat Clerical Service Rules 1970, and Rajasthan Public Service Commission (Clerical and Subordinate Service) Rules and Regulations 1999.
  • The aim is to provide more employment opportunities to state candidates in government services and to ensure skilled candidates in shorthand.
  • Provisions include giving weightage to general knowledge of Rajasthan in the curriculum of Quick Clerk / Personal Assistant Grade-II in the Ministerial Service Rules related to Government Secretariat, Subordinate Offices, and Rajasthan Public Service Commission.
  • Additionally, provisions have been made to include 15 times more students in the advertised posts for Phase II and to give weightage to shorthand skills.

Amendment of Residential Accommodation Rules

  • The Cabinet has approved amendments to the Rajasthan Civil Services (Allotment of Residential Accommodation) Rules, 1958.
  • The amendments aim to provide relief to women government employees transferred during pregnancy.
  • A woman government employee allotted government accommodation will be able to retain that house on normal rent until the end of her maternity leave.

Amendment of Rajasthan Industries Service Rules

  • The Cabinet has decided to amend the Rajasthan Industries Service Rules-1960, Rajasthan Industries Subordinate Services Rules-1966, and Rajasthan State and Subordinate Services (Direct Recruitment Rules-1999).
  • The amendments involve renaming ‘Industries Department’ as ‘ Department of Industry and Commerce ’ in Appendix ‘F’.
  • Along with the name change, the designation of officers in the department will also be revised.

Financial Aid for Students from Most Backward Classes in Rajasthan

Overview: On July 1, 2023, Chief Minister Ashok Gehlot of Rajasthan approved financial proposals totaling Rs 231.44 crore to support students from the Most Backward Class (MBC) in the state. This funding comes from the MBC Development Fund.

Details of the Financial Proposals: The sanctioned amounts are earmarked for various schemes aimed at enhancing educational opportunities for MBC students:

  • Rs 1.50 crore for the Devnarayan Anuprati Yojana
  • Rs 8 crore for the Devnarayan Pre-Matric Scholarship
  • Rs 135 crore for the Devnarayan Uttar Matric Scholarship
  • Rs 17.50 crore for the Devnarayan Gurukul Yojana
  • Rs 20.34 crore for the Devnarayan Scooty Distribution and Incentive Scheme

Infrastructure Development: The Chief Minister also approved funds for the construction of educational infrastructure:

  • Rs 37.90 crore for building Devnarayan Residential Schools in Rawatbhata (Chittorgarh) and Biratnagar (Jaipur)
  • Rs 11.20 crore for constructing Devnarayan hostels in Umren (Alwar), Niwai (Tonk), and Mansarovar and Pratap Nagar (Jaipur)

Impact: This financial support is expected to facilitate easier access to education for students from the most backward classes, helping them to secure a better future.

Increased Budget: In the 2023-24 budget, the Chief Minister had previously increased the MBC Development Fund to Rs 200 crore, reflecting a commitment to improving educational opportunities for these students.

Constitution of State Mental Health Authority in Rajasthan

  • Background: On July 3, 2023, Shubhra Singh, the Additional Chief Secretary of the Medical and Health Department in Rajasthan, announced the establishment of the State Mental Health Authority. This initiative is in accordance with the Mental Health Care Act-2017 and the State Mental Health Authority Rules-2018, aiming to ensure proper care for mental patients in the state.
  • Authority Composition: The Mental Health Authority will be chaired by the Additional Chief Secretary, with the Mission Director of the National Health Mission serving as the Chief Executive Officer and the Director of Public Health as the Member Secretary. The authority will also include various ex-officio and non-official members.
  • Future Plans: The Additional Chief Secretary indicated that the Mental Health Authority would soon convene a meeting to establish state mental health-related rules and by-laws. During this meeting, mental health boards will be formed, and rules regarding the rights of mental patients will be discussed and decided.

‘Training of Trainer Self Defence Techniques for Women’ Started at Police Academy

On July 3, 2023, a 10-day special training course titled ‘Training of Trainer Self Defence Techniques for Women’was inaugurated at the Rajasthan Police Academy in Shastri Nagar. This initiative was launched by Shruti Bhardwaj, the Commissioner of the Rajasthan School Education Council and State Project Director, in collaboration with the School Education Department and Rajasthan Police.

Background

  • In the upcoming academic session, girls in government schools across Rajasthan will receive specialized self-defense training as part of the Rani Laxmibai Self-Defence Program.
  • To facilitate this, the 10-day training course aims to equip women trainers from various districts with essential self-defense skills, which they will then pass on to the students.

Objective

  • Shruti Bhardwaj highlighted that over 20 lakh girls have benefited from this program in the state so far.
  • The training will not only focus on self-defense techniques but also provide women trainers with comprehensive knowledge about women’s rights and laws.
  • This will empower the trainers to educate girls about their legal rights and protections.

Inauguration and Foundation Stone laying of 11 NH projects in Pratapgarh

On July 4, 2023, Union Minister for Road Transport and Highways Nitin Gadkari inaugurated and laid the foundation stone for 11 National Highway projects in Pratapgarh, Rajasthan, with a total investment of Rs 5600 crore.

Details of the Projects:

  • Inaugurated Projects:
    • 4-laning of National Highway 48: This project includes the 6-laning of the Kishangarh to Gulabpura section, costing Rs 3,775 crore.
    • Benefits: The project aims to enhance economic and social development in the Ajmer and Bhilwara districts, improving connectivity between Udaipur, Jaipur, and Kota.
    • Construction of a 4-lane Railway Overbridge (ROB) on National Highway 162A at Fatehnagar: This project is expected to alleviate traffic congestion at the railway crossing.
    • High-Level Bridge over the Chambal River at Mandrayal: This bridge will improve connectivity between Mandrayal, Karauli in Rajasthan, and Sabalgarh in Madhya Pradesh.
  • Foundation Stone Laid for New Projects:
    • 7 projects costing Rs 1850 crore with a total length of 221 km: These projects aim to enhance connectivity from the religious site of Nathdwara to Udaipur airport, among other routes.
    • Construction of Pratapgarh Bypass: This project will help reduce traffic congestion within the city.
    • Road Construction from Ras to Beawar: This road will facilitate smoother transportation towards Bhilwara.
    • Bypasses in Sangwada and Garhi: These bypasses will shorten the distance between Dungarpur and Banswara by 10 km.
    • Wildlife Protection Measures: 13 animal underpasses will be constructed on the Beawar-Gomti road to protect wildlife in the Todgarh Wildlife Sanctuary.

Additional Announcements:

  • Approval of 74 projects under the Central Road Fund (CRF) in Rajasthan at a cost of Rs 2250 crore, with work set to commence soon.

Barwas Micro Irrigation Project

On July 5, 2023, Ashok Chandna, Rajasthan's Minister of State for Youth Affairs, Sports, and Information & Public Relations, inaugurated the Barwas Micro Irrigation Project in Bundi district. This initiative, with an investment of Rs 12 crore, aims to enhance the region's water levels, providing farmers with more crop sowing options and improving the underground water supply.

  • The state government has previously made various commitments for the Hindoli-Nainwa region, focusing on development in areas like drinking water, irrigation, healthcare, education, agriculture, and infrastructure over the past four years. 
  • Chandna highlighted the positive impact of mini dams and anicuts in the area, which have improved irrigation and drinking water availability while boosting the underground water levels. Approximately Rs 200 crore has been allocated for these projects.

Approval of 'Vishwakarma Kamgar Kalyan Yojana' Draft

On July 4, 2023, Chief Minister Ashok Gehlot approved the draft for the 'Vishwakarma Kamgar Kalyan Yojana' aimed at promoting employment in Rajasthan. Under this scheme, 1 lakh individuals from various categories will receive financial assistance of Rs 5,000 each to purchase essential tools and equipment for self-employment, such as sewing machines and kits.

  • Beneficiaries include those identified by the Rajasthan Crafts and Mati Arts Board, Rajasthan State Kesh Kala Board, Rajasthan State Denotified Nomadic and Semi-Nomadic Welfare Board, and women and artisans under the Rajivika/NULM scheme by the Labour Department. This initiative is expected to create better self-employment opportunities for these groups. Chief Minister Gehlot had previously announced the scheme in the 2023-24 budget.

5 New Hostels for Scheduled Caste Students

On July 6, 2023, Rajasthan Chief Minister Ashok Gehlot approved a financial proposal of Rs 14 crore for the construction of 5 new hostels for Scheduled Caste students in the state.

  • New buildings of Savitribai Phule Scheduled Caste Girls Hostel for SC students will be constructed at Malakheda in Alwar district, Suratgarh in Sriganganagar district, Raipur in Pali district and Kanod in Udaipur district whereas Dr. Bhimrao Ambedkar Scheduled Caste Boys Hostel at Jaitasar in Churu district.
  • A provision of Rs 2.80 crore has been made for each hostel. These hostels will have a capacity of 50-50 students.
  • With this approval of the Chief Minister, scheduled caste students will be able to build a better future by getting education easily.
  • It is worth mentioning that the Chief Minister had made an announcement in this regard in the budget for the year 2023-24.

Gurusharan Chhabra Public Awareness Campaign for Liquor Abstinence

According to the information provided by the Rajasthan Information and Public Relations Department on July 5, 2023, the state government Shri Gurusharan Chhabra Public Awareness Campaign.

Key Points

  • Chief Minister Ashok Gehlot has approved a financial proposal of Rs 2.5 crore for a three-month action plan in this regard.
  • With this decision of the Chief Minister, publicity and public awareness will be spread across the state through radio, television, community radio, print media, social media, NGOs and civil society.
  • Also, abstinence workshops will be organized in schools, colleges and coaching centres.
  • It is worth mentioning that the announcement in this regard was made by the Chief Minister in the budget 2023-24.

10 Colleges Upgraded to Postgraduate

On July 6, 2023, in a significant move to enhance the education infrastructure in Rajasthan, Chief Minister Ashok Gehlot approved the upgrade of 10 government graduate colleges to postgraduate status. This decision aims to strengthen the higher education framework in the state and provide students with more specialized study options closer to home.

The following colleges will introduce new postgraduate subjects:

  • Government College Deshnok, Bikaner
  • Government College Khajuwala, Bikaner
  • Veer Shiromani Rao Devraj Rathore Government College, Shergarh, Jodhpur
  • Government College Jamwaramgarh, Jaipur
  • Government College Sampau, Dholpur
  • Government College Mangrol, Baran
  • Government College Uchaun, Bharatpur
  • Government College Mangalana, Nagaur
  • Government College Marwar Junction, Pali
  • Government Girls College Piplu, Tonk

To facilitate these new subjects, a total of 26 posts will be created, including:

  • 20 Assistant Professor positions
  • 3 Laboratory Assistant positions
  • 3 Laboratory Bearer positions

This upgrade is expected to significantly develop the education sector in Rajasthan, offering students the opportunity to pursue their preferred subjects without having to travel long distances. The Chief Minister had initially announced this proposal during the discussion on the Finance and Appropriation Bill of the Budget for 2023-24.


Committee Formation for Better Facilities to Home Guard Volunteers

On July 6, 2023, Chief Minister Ashok Gehlot approved the formation of a committee aimed at improving facilities and addressing issues for volunteers of the Rajasthan Home Defense. This committee will be established at the Directorate level of Home Defense and will be chaired by the Principal Government Secretary of the Home Department.

Committee Composition

The committee will include:

  • Director General and Commander General (Commandant General) of Home Defense
  • Inspector General of Police Home Defense
  • Government Secretary of the Home Department, who will act as the Member Secretary

Objectives of the Committee

  • To provide employment to Home Defense Volunteers for 12 months, offering them an honorarium equivalent to that of police reserves.
  • To ensure the provision of dearness allowance and facilities such as ESI (Employee State Insurance) and PF (Provident Fund) for the volunteers.
  • To address and resolve various issues faced by Home Defense volunteers on a regular basis.

Extension of Contract Period

In addition to forming the committee, the Chief Minister also approved the extension of the contract period for Rajasthan Home Defense Volunteers from 5 years to 15 years.

Background

This initiative was initially announced by Chief Minister Ashok Gehlot during the inauguration of the new Home Guard headquarters in Jaipur in May 2023.


Public Relations Investiture Ceremony

On July 9, 2023, the Rajasthan Public Relations Society held an investiture ceremony in Jaipur to honor 24 individuals for their outstanding contributions in various fields, including public relations. The event was chaired by Dr. Sudhi Rajiv, Vice Chancellor of Haridev Joshi University, Jaipur.

  • Former IAS officer Manoj Kumar Sharma presented shawls, certificates, and mementoes to the honorees. Rajasthan Housing Commissioner Pawan Arora received the prestigious 'Public Relations Shri' award, which was accepted on his behalf by BL Swamy.
  • Other notable awards included a lifetime achievement honor for Farooq Afridi, Special Officer (Chief Minister) of the Rajasthan Housing Board, and special decorations for renowned Ghazal singers Padmashri Ahmed Hussain and Mohammad Hussain.
  • The ceremony was attended by several dignitaries, including Udaipur Divisional Commissioner Rajendra Bhatt and representatives of various late individuals and organizations. Seema Raj, Chandrashekhar APRO, Snigdha Sharma, and Lipi Singhal were also among those honored.

CM Approves Teacher Interface for Excellence (TIE) Program

Chief Minister Ashok Gehlot has approved the Teacher Interface for Excellence (TIE) program, aimed at providing training to 500 teachers from government colleges, polytechnic colleges, and universities in Rajasthan. The program will allow teachers to receive training in prestigious institutions both in India and abroad, with a focus on those ranked 1 to 100 by Quacquarelli Symonds (QS) internationally and the National Institute Ranking Framework (NIRF) nationally.

  • An allocation of Rs 23.50 crore for the financial year 2023-24 has been made for research and training facilities under this program. The guidelines for the TIE program will be released soon by the concerned department.
  • The training, which will last from 1 to 6 months, aims to familiarize teachers with exemplary educational policies and programs, thereby promoting quality teaching and research in higher education. This initiative is expected to enhance the ranking of higher educational institutions in Rajasthan by the National Assessment and Accreditation Council (NAAC) and improve the overall research output in the state.
  • The Rajasthan State Faculty Development Academy will operate the scheme, with the college education department as the nodal department. This initiative was part of the budget announcement for 2023-24 by the Chief Minister.

PM Modi's Development Initiatives in Bikaner, Rajasthan

Foundation Stone Laying and Inauguration

  • On July 8, 2023, Prime Minister Narendra Modi laid the foundation stone and inaugurated various development projects in Bikaner, Rajasthan, with a total worth exceeding Rs 24,300 crore.
  • Key Projects Inaugurated:
  • Six-lane Greenfield Expressway section of the Amritsar-Jamnagar Economic Corridor.
  • Phase-I of the Inter-State Transmission Line for the Green Energy Corridor.
  • Bikaner Power Grid's Bikaner-Bhiwadi transmission line.
  • 30-bedded Employees’ State Insurance Corporation (ESIC) Hospital in Bikaner.

Six-lane Greenfield Expressway

  • Overview: The expressway section dedicated by the Prime Minister is part of the Amritsar-Jamnagar Economic Corridor, stretching over 500 km from Jakrawali village in Hanumangarh district to Khetlawas village in Jalore district, Rajasthan.
  • Benefits: This expressway is expected to significantly reduce travel time and enhance transport connectivity between major cities and industrial corridors. It will facilitate the seamless transportation of goods, promote tourism, and stimulate economic development along its route.

Green Energy Corridor

  • Phase-I of the Inter-State Transmission Line: Dedicated by the Prime Minister, this project, costing approximately Rs 10,950 crore, is a crucial part of the Green Energy Corridor.
  • Purpose: The Green Energy Corridor aims to integrate about 6 GW of renewable energy and balance the grid by coordinating renewable energy with thermal power generation in the western region and hydro-power generation in the northern region. This project will strengthen the transmission capacity between these regions.
  • Bikaner-Bhiwadi Transmission Line: Also dedicated by the Prime Minister, this transmission line, developed by Power Grid at a cost of around Rs 1,340 crore, will facilitate the evacuation of 8.1 GW of solar power in Rajasthan.

ESIC Hospital in Bikaner

  • Overview: The new ESIC Hospital in Bikaner, inaugurated by the Prime Minister, currently has a capacity of 30 beds but is eligible for expansion to 100 beds.

Railway Station Redevelopment

  • Project Details: The Prime Minister laid the foundation stone for the redevelopment of Bikaner Railway Station, with an estimated cost of Rs 450 crore.
  • Scope of Work: The redevelopment will involve renovating all platforms, floors, and ceilings of the station while preserving its heritage status.

Doubling of Churu-Ratangarh Rail Section

  • Project Overview: The Prime Minister also laid the foundation stone for the doubling of the 43 km long Churu-Ratangarh rail section.
  • Impact: This project will enhance rail connectivity and facilitate the transportation of gypsum, limestone, food grains, and fertilizer products from the Bikaner region to other parts of the country.

Jan Samman Video Contest: Gajendra from Sawai Madhopur Wins First Prize of ₹1 Lakh

  • On July 10, 2023, Gajendra from Sawai Madhopur district was awarded ₹1 lakh as the first prize on the opening day of the Jan Samman video contest.
  • In this competition: Mahendra from Nagaur district secured the second position and received ₹50,000. Jitendra from Jalore district claimed the third position and was awarded ₹25,000. Additionally, 100 participants from the state received the Prerna Puraskar, each getting ₹1,000.
