On February 28, 2023, Dr. B.D. Kalla, Rajasthan's Minister for Art, Literature, and Culture, announced the regular publication of the monthly magazine Madhumati by the Rajasthan Sahitya Akademi.

Dr. Kalla mentioned that after releasing 48 issues of this magazine, an e-book compilation has been uploaded on the Academy's website.

The issues of Madhumati feature articles from renowned litterateurs and eminent personalities from across India and Rajasthan. Additionally, if there are articles in foreign languages, their translations are also included.

Dr. Kalla also highlighted the publication of the book 'Gandhi Sabad Nirantar' by the Academy.

It is important to note that the Rajasthan Sahitya Akademi was established on January 28, 1958. However, between 2013 and 2017, the Akademi in Udaipur did not undertake any work for translating literature from other Indian languages and foreign languages.

Bihar's Babita Gupta Honored with 'Swachh Sujal Shakti Samman 2023'

Babita Gupta from Bihar has been recognized with the 'Swachh Sujal Shakti Samman 2023' by the Department of Drinking Water and Sanitation, Ministry of Jal Shakti, Government of India. This award will be presented to her by the President on International Women's Day, March 4, 2023, at Vigyan Bhawan, New Delhi.

Babita Gupta, a resident of Siho village in Muzaffarpur, is a member of a Self-Help Group (Jeevika) and has gained national recognition for her efforts in cleanliness and drinking water initiatives. After her husband became disabled, she learned to make useful items from plastic waste, becoming self-reliant and now training other women in her village. Her initiative has helped over 24 women achieve self-sufficiency.

Upcoming Establishment of a Referral Lab in Rajasthan for Food Testing

On March 1, 2023, Rajasthan's Medical and Health Minister, Parsadi Lal Meena, announced in the assembly that a referral laboratory dedicated to testing food items would soon be set up in the state. This initiative comes in response to a proposal sent by the State Government to the Central Government.

Minister Meena explained that there are varying parameters for testing food samples between the State Food Testing Laboratory and the referral lab. To address this discrepancy, the state government has requested the central government to standardize the testing parameters nationwide.

In response to a supplementary question during the assembly, Minister Meena clarified that food samples deemed unsafe by the state laboratory could be further tested by referral labs. Currently, referral labs are operational in Mumbai, Pune, and Mysore.

He highlighted the difference in safety parameters between the central and state levels. Out of 1202 samples referred to the state laboratory, only 154 were found unsafe. The central government has committed to establishing referral labs in Rajasthan promptly.

In a written response to MLA Suryakanta Vyas, Minister Meena detailed the establishment of government laboratories in Rajasthan to check for food adulteration. He provided year-wise and district-wise data on samples taken and reports received from government laboratories over the past four years. Appeal Process and Referral Laboratories

Minister Meena explained that under section 46(4) of the Food Safety and Standards Act, an appeal can be made against the food analyst's report to the concerned officer. This allows designated officers to request testing from referral laboratories. The FSSAI has designated three referral labs for Rajasthan: Mysore, Pune, and Navi Mumbai.

Reasons for Discrepancies in Test Results

  • Minister Meena noted that the differences in results between the state laboratory and referral laboratory can be attributed to:
  • Testing on different parameters.
  • Variations in the interpretation of results by investigating officers.
  • These factors contribute to the differing outcomes of investigations based on sample testing.

The Medical and Health Minister mentioned that proposals for establishing referral labs in the state have been submitted to FSSAI New Delhi, as per the MoU in the Work Plan for 2023-24.

Cabinet Approves 35 Proposals for State Development

Rajasthan Control of Organized Crime Bill-2023

  • The cabinet approved the Rajasthan Control of Organized Crime Bill-2023.
  • This legislation allows action against individuals with multiple charge sheets in the last ten years, as well as members of organized crime gangs involved in serious offenses.
  • It targets groups committing organized crimes and stipulates severe penalties for various offenses, including death or life imprisonment for certain crimes.
  • Provisions include minimum imprisonment terms and fines for acquiring property through organized crime and for public servants cooperating in such activities.

  • Rajiv Gandhi Fintech Digital Institute: The establishment of the Rajiv Gandhi Fintech Digital Institute in Jodhpur was approved. This institute will operate as a deemed public university, offering certificate and diploma courses in digital and financial technology.
  • Rajasthan State Forest Policy: The cabinet approved the Rajasthan State Forest Policy, aimed at systematic development and management of forests, promoting conservation of natural resources, and generating employment opportunities.
  • Climate Change Policy: A Climate Change Policy was approved, focusing on the sustainable use and protection of the state’s natural resources to prevent further exploitation.

Rajasthan Cabinet Decisions: Key Approvals

  • E-Waste Management Policy: The cabinet has approved the ‘E-Waste Management Policy’ aimed at reducing, reusing, and recycling electronic waste in the state. This initiative seeks to mitigate the environmental damage caused by e-waste.
  • Service Rules for Widows and Abandoned Women: Amendments have been made to various service rules for appointments in the state government, allowing widows and abandoned women with more than two children to be appointed on or after June 1, 2002. Similar amendments have been made regarding promotions for personnel with more than two children.
  • Rajasthan Animal Husbandry Subordinate Services Rules: The cabinet approved changes to the educational qualifications and designations of certain posts within the Rajasthan Animal Husbandry Subordinate Services. The posts of water bearer, sweeper, and shepherd will be merged and renamed as ‘animal attendant.’
  • Rajasthan Fisheries State and Subordinate Services Rules: Amendments to the Rajasthan Fisheries State and Subordinate Services Rules, 2012, were approved. This allows for the recruitment of posts outside the Fisheries Subordinate Service through written examinations conducted by the Rajasthan Staff Selection Board.
  • Mahatma Gandhi Institute of Governance and Social Sciences Bill, 2023: The cabinet approved the draft bill for establishing the Mahatma Gandhi Institute of Governance and Social Sciences. This institute will focus on higher learning in governance and social sciences through a public-private partnership in Jaipur.
  • Artificial Intelligence of Things Innovation Hub: The formation of a Section-8 company for setting up an Artificial Intelligence of Things Innovation Hub (AIoT) under the City Innovation Cluster in Jodhpur was approved. This initiative aims to benefit youth, startups, and entrepreneurs in the state, creating new employment opportunities.
  • Rajasthan Municipality Act, 2009: The cabinet approved an amendment to section 39 of the Rajasthan Municipality Act, 2009, empowering the state government to take action against municipality members for pre-election disqualifications.
  • JK Cement Limited Project: Land allotment of 210 hectares to JK Cement Limited for setting up a cement plant in Jaisalmer district was approved. The project involves an investment of around Rs 5000 crore and is expected to create 1000 direct and 5000 indirect jobs.
  • Regional Millet Research Station: The cabinet approved land allotment for the establishment of a Regional Millet Research Station by the Indian Institute of Millets Research, Hyderabad, at Gudamalani village in Barmer district.

The cabinet has made several important decisions regarding infrastructure and social initiatives in Rajasthan. Here are the key points:

1. Dedicated Rail Line in Nagaur: The cabinet approved the construction of a broad gauge dedicated rail line on government land in village Nawan, district Nagaur. This rail line will facilitate testing and trials of intermediate rolling stock and base land components manufactured both in India and abroad.

2. Jai Meenesh Tribal University Bill: The cabinet gave its nod to the draft Jai Meenesh Tribal University, Ranpur (Kota) Bill, 2023. This bill, once passed, will enable the establishment of the university in the private sector.

3. Industrial Township and Cluster Development: In line with previous budget announcements, the cabinet decided to develop necessary infrastructure facilities by planning the Greater Bhiwadi Industrial Township area and the Marwar Industrial Cluster. The jurisdiction of these areas will also be expanded.

4. Rajasthan Energy Conservation Building Code: The cabinet approved the Rajasthan Energy Conservation Building Code and its associated rules for 2023. These regulations aim to promote the construction of energy-efficient buildings in the commercial sector, reducing energy consumption and carbon-dioxide emissions, thereby contributing to a cleaner environment.

5. Tuition Fee Waiver for MBBS Courses: The cabinet decided to waive tuition fees for non-creamy layer candidates of the MBC and OBC categories in MBBS courses at state-run medical colleges. This waiver aligns with similar provisions for SC, ST, EWS, and women students.

6. Land Allotment for Dog Shelter: The cabinet approved the proposal for allotting land to the Protection of Animals and Welfare Society for a shelter house for homeless dogs. The land, measuring 1000 sqm, is a newly created plot in the Jaipur Development Authority’s residential scheme Ramchandrapura.

World Book of Records Certificate Presented to Rajasthan Education Minister

On March 2, 2023, Dr. B. D. Kalla, the Education Minister of Rajasthan, received the Certificate of the World Book of Records from Pratham Bhalla, the Vice President of the India chapter of the World Book of Records, London.

The certificate was awarded in recognition of the Rajasthan Education Department's initiative to celebrate 'No Bag Day' on November 21, coinciding with the birth anniversary of former Prime Minister Indira Gandhi. This event was part of the 'Chess in School Activity,' which aimed to engage students in chess and other brain exercise games.

On this day, students across all 33 districts of Rajasthan participated in 'No Bag Day,' where they were encouraged to play chess instead of carrying their regular school bags. Remarkably, a total of 38,21,009 students participated in playing chess on that single day, setting a record and putting Rajasthan on the global map for this achievement.

The World Book of Records is an international organization that recognizes and certifies talents and achievements across various disciplines worldwide. Its network spans all continents, and it issues certificates for records set in different fields.

During the event, Minister Kalla expressed pride in the Education Department's efforts to improve academic standards and the overall development of children in the state. He highlighted that the department has set five world records, including the one for the 'Chess in School Activity.'

Gaurav Agarwal, the Director of School Education, also spoke at the event, stating that chess books in English and Hindi, provided by the Chess Association, would be distributed to schools in Rajasthan to further promote chess among students.

Approval of Three 33 KV Substations in Neem Ka Thana

On March 2, 2023, Bhanwar Singh Bhati, Rajasthan’s Minister of State for Energy, announced the approval for the establishment of three 33/11 KV substations in the Neem Ka Thana assembly constituency.

The 33/11 KV GSS Dabur in Neem Ka Thana is expected to be completed by the end of this month. Additionally, the 33/11 KV substations in Mandoli and Kola Ki Nangal are planned for construction in the upcoming year.

Proposals for new 33/11 KV substations were received from Dabur, Mandoli, and Kola Ki Nangal in the Neem Ka Thana constituency. Approval for Dabur was granted on March 16, 2022, while approvals for Mandoli and Kola Ki Nangal were issued on February 25, 2023.

MoU Signed Between Aus Heritage and PDCOR to Preserve the Splendor of the Pink City

Commitment to Local Manufacturing : The Chief Minister reiterated the state government's commitment to manufacturing necessary equipment for renewable energy plants locally. This initiative aims to create local employment opportunities while promoting environmental protection.

  • MoU with Torrent Power Limited : This agreement is expected to bring an investment of Rs 37,000 crore and create 6,150 jobs in the renewable energy sector.
  • MoU with Welspun New Energy Limited : This partnership aims to attract an investment of Rs 50,000 crore and generate 2,250 jobs in the renewable energy sector.

Energy Sectoral Portal Launch : Chief Minister Gehlot also launched the Energy Sectoral Portal, designed to provide comprehensive information related to energy in one place. The portal consolidates data from 11 departments and was developed by the IT team of the Chief Minister’s Office.

President Honors Gayatri Devi Yadav with Water Warrior Award

On March 4, 2023, during the 'Swachh Sujal Shakti' Award Ceremony held at Vigyan Bhawan in New Delhi, President Draupadi Murmu recognized volunteer Gayatri Devi Yadav from Rajasthan with the Water Warrior award.

Gayatri Devi was honored for her remarkable efforts in creating farm ponds in the Sambhar block of Jaipur, Rajasthan, through rural women self-help groups.

She, along with The Gram Chetna Kendra Sanstha of Jaipur, has been instrumental in promoting rainwater harvesting and conservation by forming 65 women self-help groups in approximately 68 villages of the Sambhar block. This initiative has significantly contributed to making rural women water literate and aware of water management practices.

Bansi Lal Meena, a member of the Gram Chetna Kendra Sanstha, highlighted Gayatri Devi's role in spreading awareness about government schemes for rainwater harvesting and clean water management through women self-help groups.

Gayatri Devi trained villagers on collecting rainwater through farm ponds, ensuring it is suitable for drinking and agricultural purposes, thereby improving water management in rural areas.

Her efforts in training rural women to obtain clean drinking water and cultivate crops using harvested rainwater have not only reduced family migration in rural areas but also increased their income, empowering rural women to lead dignified lives.

Chief Minister Increases Assistance for Marriage Conferences

On March 4, 2023, Rajasthan Chief Minister Ashok Gehlot announced an increase in the grant amount to encourage mass marriage conferences in the state.

Under the revised mass marriage scheme, the assistance per couple will be raised to Rs 25,000. This includes Rs 21,000 for the newly married woman and Rs 4,000 for the organizing institution.

This new amount will be applicable to marriage conferences held from April 1, 2023. Previously, the assistance was Rs 15,000 for the woman and Rs 3,000 for the institution, totaling Rs 18,000.

Chief Minister Gehlot's decision to increase the grants in the 2023-24 budget aims to promote social activities like mass marriages, prevent malpractices such as the dowry system, and reduce unnecessary expenses.

A provision of Rs 10 crore has been made for the year 2023-24 to assist around 4,000 couples with mass marriage grants.

Additionally, an extra assistance of Rs 10 lakh will be provided to organizers to encourage participation from families of different communities, castes, and religions in mass marriages. This initiative aims to promote the spirit of ‘unity in diversity’ by supporting the organization of marriages for at least 25 couples.

There is also a provision to aid around 20 institutions with Rs 2 crore for facilitating these mass marriages.

Memorandum of Understanding (MoU) Between Banasthali Vidyapeeth and RCAT on International Women’s Day

Background: On March 9, 2023, during an event organized by the Rajiv Gandhi Center for Advanced Technology (RCAT) to celebrate International Women’s Day, a Memorandum of Understanding (MoU) was signed between RCAT and Banasthali Vidyapeeth.

Details of the MoU: Under the MoU, RCAT will offer training to students and teachers of Banasthali Vidyapeeth in advanced technology fields. Additionally, RCAT will assist students interested in pursuing careers in advanced technology by connecting them with its industrial partners.

Launch of Graphic Designing Course: During the event, RCAT’s industrial partner, Adobe, announced the launch of a graphic designing course aimed at women from rural areas and self-help groups.

Remarks by Chief Secretary Usha Sharma: Chief Secretary Usha Sharma highlighted the significant progress Rajasthan has made in various fields, including education, security, and information technology (IT). She cited examples such as the Mahatma Gandhi English Secondary School, the IM Shatti Udaan Scheme, and a women’s health initiative providing free check-ups and medicines as exemplary efforts by the state government.

Usha Sharma also noted Rajasthan’s advancements in IT, mentioning the Jan Aadhaar Scheme, Incubation Centers, and Data Centers as proud achievements. She praised RCAT for becoming a leading finishing school by partnering with high-end companies through MoUs.

On March 16, 2023, Dr. B.D. Kalla, the Education Minister of Rajasthan, announced in the assembly that a committee has been approved to explore the possibility of declaring Rajasthani language as the second official language of the state.

The committee will study the models of Chhattisgarh and Jharkhand, where regional languages have been given official status, and submit a report on the recognition of Rajasthani language based on these models.

Dr. Kalla was responding to a motion raised by Member Rajendra Rathore during the Zero Hour in the Assembly, which called for making Rajasthani language the official language of the state and including it as a third language in the Board of Secondary Education.

Currently, Rajasthani language is offered as a literary subject in the curriculum under the Board of Secondary Education. Dr. Kalla mentioned that with the necessary approvals, it could be included as a third language in the future.

He also highlighted a resolution passed unanimously by the State Legislative Assembly on August 25, 2003, advocating for the recognition of Rajasthani language and its inclusion in the Eighth Schedule of the Constitution.

The Central Government has been repeatedly urged to include Rajasthani language in the Eighth Schedule, with requests made by Chief Ministers in 2009, 2015, 2017, 2019, 2020, and 2023. This matter is currently under consideration by the Government of India.

Dr. Kalla noted that different states have different official languages, and the Rajasthan Official Languages Act-1956 is currently in force in the state. The government is examining the possibility of amending this Act to include Rajasthani language as an official language.

The bill is designed to safeguard advocates from assault, grievous harm, criminal force, and criminal intimidation while they are carrying out their duties in the state. With the enactment of this law, advocates will receive legal protection against acts of violence.

Rajasthan is the pioneer state in India to introduce such a law focused on the protection of advocates. Additionally, the State Government allocates Rs 5 crore annually to the Bar Council for the welfare of advocates.

The provisions of the bill were formulated after extensive consultations with advocates, starting from a meeting in 2019 and followed by several informal discussions.

One of the key features of the bill is the provision to recover compensation from criminals who damage an advocate's property. The court will determine the amount of compensation, which will be swiftly recovered and given to the affected advocate, similar to the process of recovering land revenue arrears.

To prevent misuse of the law, a provision for punishment of up to 2 years has been included for advocates who misuse the protections offered by the bill. Additionally, Clause 9 from the draft of the Rajasthan Advocates Protection Bill, 2023 has been removed.

On March 28, 2023, Chief Minister Ashok Gehlot authorized a financial proposal of Rs 2000 crore for the construction of the ‘Pipalkhunt High Level Canal’ in Pratapgarh district. This initiative aims to provide irrigation facilities to a 5000-hectare area within the district.

The ‘Pipalkhunt High Level Canal’ project will utilise surplus water from the Mahi basin to irrigate the Ankamand area of Pratapgarh district.

Villages such as Pipalkhunt, Rajhadi Chowki, Tamatia, Nalchowki, Nalda, Kelamela, Bori, Mahudikheda, Morwaniya, Thechla, Sobaniya, and Jethalia in the Pipalkhunt tehsil will benefit from this scheme.

With this approval, an additional 3.72 TMC of irrigation water will be made available, improving the economic conditions of farmers and ensuring the development of the area.

It is important to note that this approval is in line with Chief Minister Ashok Gehlot’s earlier budget announcement for the construction of the ‘Pipalkhunt High Level Canal’.

57th Meeting of State Geological Programming Board

In the meeting, Dr. Subodh Aggarwal highlighted the potential of Rajasthan to become a major hub for cement production, particularly in Jaisalmer, due to recent discoveries of petroleum, natural gas, and various minerals. He mentioned the daily discoveries of new deposits, including uranium, rare earth elements, limestone, lignite, iron ore, copper, zinc, and garnet.

For the year 2023-24, Dr. Agarwal outlined plans for 31 different projects focused on exploring various minerals such as limestone, ferrous metals, decorative stones, and industrial minerals. He emphasized the need to accelerate the work on reserves of semi-precious stones.

The meeting also discussed the role of the Geology Wing in exploring and preparing major and minor blocks for mining. The state aims to adopt best practices from Odisha to become a leading state in revenue generation from the mining sector.

The department has been improving year by year in revenue generation, with increased auctions of major and minor blocks promoting legal mining and boosting revenue and employment.

Mr. Sandesh Nayak, Director of Mines, emphasized the mineral sector's role in the economic and industrial development of the state, as well as its importance to the agriculture sector. He mentioned the abundant reserves of rock phosphate and the production of mineral fertilizers from gypsum. The search for potash is being intensified to reduce dependence on imports by planning domestic mining.

The meeting acknowledged the commendable work being done in the mineral sector, including geophysical, geochemical, ground geophysical, and aero geophysical studies by the Geological Survey of India (GSI). Valuable mineral reserves have been discovered, and exploration work is being accelerated with the assistance of the Rajasthan State Mining and Exploration Trust (RSMET).

Increase in Honorarium for Anganwadi and Crèche Workers in Rajasthan

Currently, the honorarium for these personnel is shared by the Central and State Governments in a 60:40 ratio. Establishment of Information Commission Bench in Jodhpur

  • On 30 March 2023, Rajasthan Chief Minister Ashok Gehlot approved the establishment of an Information Commission bench in Jodhpur to enhance the implementation of the Right to Information (RTI) Act.

Celebration of Rajasthan Day 2023

  • On 30 March 2023, the 74th Foundation Day of Rajasthan was commemorated, marking the inauguration of Greater Rajasthan by Sardar Vallabhbhai Patel in Jaipur on this day in 1949.
  • Sardar Vallabhbhai Patel had earlier announced the merger of the princely states of Jaipur, Bikaner, Jodhpur, and Jaisalmer into Greater Rajasthan in a public meeting in Udaipur on 14 January 1949.

Introduction

Rajasthan, known as the "Land of Kings," is India's largest state by area, covering 342,239 square kilometers, which is about 10% of the country's total land. It shares a 1,070 km international border with Pakistan and a 4,850 km border with five Indian states: Punjab, Haryana, Madhya Pradesh, Uttar Pradesh, and Gujarat.

The state has a rich history, originally comprising 22 princely states at the time of independence in 1947. Over time, these states were merged into the present-day Rajasthan, a process completed by 1956. Jaipur was declared the capital in 1949. Rajasthan has a diverse population of 6.89 crore people, making it the seventh most populous state in India, accounting for 5.66% of the country's population.

History

At the time of independence, there were a total of 22 princely states in Rajasthan. In present-day Rajasthan, kings used to rule in the then- 19 princely states. Whereas, there was a chiefship in three princely states (Neemrana, Luv and Kushalgarh). The Ajmer-Merwara province here was ruled by British rulers.

The process of merger of the erstwhile princely states lasted from 18 March 1948 to 1 November 1956. This process was completed in seven steps.

The Government of India merged the British-ruled Ajmer-Merwara province with Rajasthan on 1 November 1956, on the recommendation of the States Reorganization Commission headed by Afzal Ali.

During this period, the village Sunel Tappa of Mandsaur tehsil of Madhya Pradesh was also included in Rajasthan. Whereas village Sironj in the Jhalawar district of Rajasthan was included in Madhya Pradesh.

On 7 September 1949, Jaipur was made the capital of the state of Rajasthan on the basis of the recommendations of the Rao Committee constituted by the Government of India.

Geography

Rajasthan is the largest state in India, covering an area of 342,239 square kilometers, which is about 10% of the country's total land area. According to the 2011 census, Rajasthan has a population of 68.9 million, accounting for 5.66% of India's population, making it the seventh most populous state in the country.

Initially, Rajasthan had seven divisions and 33 districts. However, on March 18, 2023, Chief Minister Ashok Gehlot announced the formation of 19 new districts and three new divisions by merging two existing districts. As a result, Rajasthan now has 10 divisions and 50 districts, although the official notification for these new districts and divisions has not yet been issued.

Rajasthan shares an international border of 1,070 km with Pakistan. The districts of Jaisalmer, Barmer, Bikaner, and Sriganganagar in Rajasthan share this border. The village of Kuldhara, located in the Jaisalmer district near the international border, is believed to be over 200 years old and has been deserted for a long time.

Rajasthan's 4,850 km border meets other Indian states, including Punjab, Haryana, Madhya Pradesh, Uttar Pradesh, and Gujarat.

Tourism

Rajasthan is renowned for its vibrant tourism industry, attracting thousands of domestic and foreign visitors to its numerous tourist destinations. The state is particularly famous for its unique experiences, such as those found in Jaisalmer, known for its desert landscapes and cultural heritage.

Rajasthan is home to many forts, with 13 being the most significant. Among these, the Amer and Jaigarh forts in Jaipur, the Mehrangarh fort in Jodhpur, the Kumbhalgarh fort in Rajsamand, the Ranthambhore fort in Sawai Madhopur, the Junagarh fort in Bikaner, and the Lohagarh fort in Bharatpur have gained worldwide recognition. Other notable forts and palaces include the Gaagraun Fort in Jaisalmer, Achalgarh in Sirohi, Ahichhatragarh in Nagaur, Jalore Fort, Khimsar Fort in Sirohi, Nimrana Fort in Alwar, and the City Palace, among others.

In addition to these formidable forts, Rajasthan also boasts luxurious palaces that were built for the queens. The state has preserved the history of legendary warriors and heroes such as Prithvi Raj Chauhan, Maharana Pratap, Rana Sanga, and Rana Kumbha. Rajasthan is renowned as the land of heroes, having been the site of significant battles like the Haldi Valley, Chittor, Khanwa, Tarain, and Ranthambhore.

Today, a large number of youths from the Shekhawati region of Rajasthan, which includes Sikar, Jhunjhunu, and Churu, serve in the Indian Army. This region is known for sending a significant number of its youth to serve the country in the armed forces.
