NO = 14 (place value of N in alphabet series) × 15 (place value of O in alphabet series) = 210
NOT = 14 × 15 × 20 = 4200
NOTE = 14 × 15 × 20 × 5 = 21000
NOTES = 14 × 15 × 20 × 5 × 19 = 399000
Note: There’s another pattern being followed:
NO = 210 (i.e. 21 followed by 1 zero)
NOT = 4200 (i.e. 21 × 2 followed by 2 zeroes)
NOTE = 21000 (i.e. 21 followed by 3 zeroes)
NOTES = 420000 (i.e. 21 × 2 followed by 4 zeroes)
So, technically option (b) can also be rendered correct. 
However, logic behind choosing option (a) is stronger in comparison, as it makes use of the actual letters of the words, not just that of the number of letters in the words.
