Rb =Vcos@ × t Vm = Sm/t. Sm = VM × t
Rb = Sm
Vcos@×t = VM × t
Vcos@×t = V/2 × t
Cos@=1/2
@ = Cos-(1/2)
@ = π/3 = 60°

Condition for the man to catch the ball is that he should have to run with the speed equal to horizontal component of velocity of ball which is always constant through out the tregectory i.e (vcos@)
velocity of man = velocity of ball
v/2=vcos@
cos@=1/2
@=60
