Coalition government
When the majority party cannot form government then two or more parties join their hands to form the government. This is known as coalition government.
The first Coalition Government established in India
Janata Party: All of this went on for 19 months, when suddenly in Jan 1977, the Emergency was lifted. Fresh elections were called for. Now it should be noted here that till before the emergency, Indira Gandhi was extremely popular among the people. Moreover, there was no single party or leader, in the entire opposition who could take on the might of Indira Gandhi alone. So under the stewardship of Gandhian social activist Jai Prakash Narayan, many opposition parties including, Congress(O), Jan Sangh and Bhartiya Lok Dal came together to form the Janata Party. After this Indira Gandhi who had became the country’s darling after the 1971 victory over Pakistan was thrown out of power. She herself lost her seat from Raibareily.
Morarji Desai:
After the Janata Party won the election, the question arose that who would be the PM. Morarji Desai and Chaudhary Charan Singh were the front runners. On JP’s suggestion, Desai, who had been waiting to become the PM since the death of Jawaharlal Nehru, was given the keys to PMO. Charan Singh became the Home and deputy Prime Minister in his cabinet. As soon as they came to power, the leaders of Janata Party started their revenge. Charges were put on the Gandhis for various crimes and murder of the democracy in the country. Also, the cabinet made several amendments in the constitution which made declaring emergency extremely difficult for any leader in the future. According to this, only in the case of armed revolt or a coup attempt could emergency be declared.
Charan Singh:
But soon due to various reasons, internal bickering started among the leaders of the Janata Party. Charan Singh often clashed with his PM on a variety of issues and after sometime, he was removed from the Cabinet. At this time Indira and Sanjay Gandhi marked their return in politics and they started meeting with a close aide of Charan Singh, Raj Narain. Raj Narain was the person who had defeated Indira Gandhi in the elections. Sanjay Gandhi told him that if Charan Singh’s party withdraws from the Morarji government then Congress would support his bid to become the PM. And hungry to become the Prime Minister that was exactly what Charan Singh did. Morarji Desai resigned and with the outside support of Congress, Charan Singh was sworn in as the PM in 1979. However he had to resign within six months as Congress withdrew their support and fresh elections were held. The people of India who now wanted a strong leadership at the Centre again voted for Indira Gandhi, and she remained PM till her death in 1984.
PS: Congress did the same thing many times in future i.e. giving support to the second most powerful leader in the opposing coalition and then withdraw support to get back in power. Charan Singh, Chandrashekhar, Deve Gowda, Gujral all became victims of the power lust of Congress. It was finally Atal Bihari Vajpayee who became the first non-Congress PM to finish a full term in office from 1999–2004 leading a coalition of more than 15 political parties.
