and answer the questions that follow:


In the event of a nuclear war, both sides will

be so badly harmed that it will be impossible

te declare one side or the other as the winner,

even if one of them tries to attaack and disable

the nuclear weapons of its rival, the other would

still be left with enough nuclear weapons to

inflict unacceptable destruction. Both sides have

the capacity to retaliate against an attack and

to cause so much destruction that neither can

afford to initiate war. Thus, the cold war -

inspite of being an intense form of rivalry

between great powers remained a 'cold' and

mot hot or shooting war. The deterrence

relationship prevents war but not the rivalry

between powers.

  Why did intense rivalry between the super

powers remain a cold war only?

(i) Why can't a nuclear war between the two

nuclear powers be decisive?

(ii) Explain the logic of 'deterrence'.

परमाणु युद्ध की सूरत में दोनों पक्षों को इतना नुकसान उठाना पड़ेगा कि उनमें से विजेता कौन है यह तय करना भी असंभव होगा।अगर कोई अपने शत्रु पर आक्रमण करके उसके परमाणु हथियार को नाकाम करने की कोशिश करता है तब भी दूसरे के पास उसे बर्बाद करने लायक हथियार बच जाएंगे।दोनों ही पक्षों के पास एक दूसरे के मुकाबले और परस्पर नुकसान पहुंचाने की इतनी क्षमता होती है कि कोई भी पक्ष युद्ध का खतरा नहीं उठाना चाहता।इस तरह मां शक्तियों के बीच गहन प्रतिद्वंद्विता होने के बावजूद शीत युद्ध रक्त रंजित युद्ध का रूप नहीं ले सका और इसकी तासीर ठंडी रही।पारस्परिक अवरोध की स्थिति ने युद्ध को तो नहीं होने दिया लेकिन यह स्थिति पारस्परिक प्रतिद्वंद्विता को न रोक सकी।

महा शक्तियों के बीच गहरी प्रति निवेदिता केवल शीतयुद्ध ही क्यों बनी रही

दोनों परमाणु शक्तियों के बीच होने वाला परमाणु युद्ध निर्णायक क्यों नहीं हो सकता?
