Cross-multiplying, we get 7x - 4 = 19(x - 4).

Expanding the equation, we get 7x - 4 = 19x - 76.

Subtracting 7x from both sides, we get -4 = 12x - 76.

Adding 76 to both sides, we get 72 = 12x.

Dividing both sides by 12, we get x = 6.

Therefore, the present age of the mother is 7 * 6 = 42 years old and the present age of the daughter is 6 years old.

After 3 years, the mother's age will be 42 + 3 = 45 years old and the daughter's age will be 6 + 3 = 9 years old. Answer: \boxed{45, 9}.
