Let's assume that the capacity of the tank is 1 unit.

Pipe A can fill the tank in 20 hours, so in 1 hour, it can fill 1/20th of the tank.
Pipe B can fill the tank in 30 hours, so in 1 hour, it can fill 1/30th of the tank.

When both pipes are opened, in 1 hour, they can fill (1/20 + 1/30) = 1/12th of the tank.

After some time, when the tank is 1/3 full, the leak develops and one-third of the water supplied by both pipes goes out. So, the effective filling rate will be 1 - 1/3 = 2/3.

The effective filling rate after the leak is (2/3) * (1/12) = 1/18th of the tank per hour.
