Given:
Width of RC beam (b) = 250 mm
Effective depth (d) = 400 mm
Grade of steel (Fe) = Fe415

Minimum Tensile Reinforcement:
As per IS 456-2000, the minimum tensile reinforcement for an RC beam is given by the formula:
Ast(min) = 0.85 * fctm * (b * d) / fy

Where,
fctm = mean tensile strength of concrete = 0.3 * sqrt(fck)
fck = characteristic compressive strength of concrete
fy = characteristic strength of steel = 415 MPa

Characteristic compressive strength of concrete:
As per IS 456-2000, for grade M20 concrete, the characteristic compressive strength is 20 MPa.
For other grades of concrete, the characteristic strength can be determined using the formula:
fck = fck-c + 1.65 * sd

Where,
fck-c = cylinder strength of concrete
sd = standard deviation

For M20 grade concrete:
fck-c = fck * 0.9 = 20 * 0.9 = 18 MPa
sd = 3.5 MPa

Using the formula for characteristic compressive strength, we can calculate fck:
fck = 18 + 1.65 * 3.5 = 24.775 MPa

Mean tensile strength of concrete:
fctm = 0.3 * sqrt(fck) = 0.3 * sqrt(24.775) = 1.953 MPa

Minimum tensile reinforcement:
Ast(min) = 0.85 * fctm * (b * d) / fy
= 0.85 * 1.953 * (250 * 400) / 415
= 1994.76 mm2

Therefore, the minimum amount of tensile reinforcement for the given section is approximately 1994.76 mm2.

Maximum Tensile Reinforcement:
As per IS 456-2000, the maximum tensile reinforcement for an RC beam is given by the formula:
Ast(max) = 0.04 * (b * d)

Ast(max) = 0.04 * (250 * 400)
= 4000 mm2

Therefore, the maximum amount of tensile reinforcement for the given section is 4000 mm2.
