Let the capacity of the cistern be 'X' litres

Then rate at which first tap fills cistern is X/8..

And rate at which second tap empties it is X/16

Net rate of filling is (X/8) - (X/16)= X/16

Time taken = capacity÷rate = X÷(X/16)= 16 hours
