As we know that μ = ug-Kd where
μg= Specific growth rate at instant time
Kd = Death rate constant
μ = Net specific growth rate
As in case of death phase death rate constant is higher than that of growth rate then m that case net specific value must be less than 0. So the relation μ < 0 holds true in case of death phase.
