It has no connection with collector dissipation at all  thing is as High power output is taken out their is a chance of Increasing dissipation at collector which will heats up the transistor and start a vicious cycle of Thermal runaway . So in order to make the transistor at normal temperature even when collector is dissipating power beyond its dissipation rating we uses Heat sink . 

So We certainly do not magically increase collector dissipation rating but we just control the temperature at collector terminal  which infact let us use Collector without raise in temperature of the device .
