P = V^2/R
where P is power, V is voltage and R is resistance.

For the 500 watt bulb:
500 = 200^2/R1
R1 = (200^2)/500
R1 = 80 Ohms

For the 300 watt bulb:
300 = 200^2/R2
R2 = (200^2)/300
R2 = 133.33 Ohms

The ratio of their resistances will be:
R1/R2 = 80/133.33
R1/R2 = 0.6 (approx)
