Permanent Settlement: Meaning and Explanation


Permanent settlement refers to a system of revenue collection introduced by the British colonial government in India in 1793. It was a significant step towards centralizing revenue collection and establishing a fixed revenue system in India.


Features of Permanent Settlement


  • The system was introduced in Bengal, Bihar, and Orissa.

  • It was based on the principle of "fixity of revenue" which meant that the revenue demand was fixed in perpetuity.

  • The revenue was to be paid by the zamindars or landlords who were recognized as the owners of the land.

  • The zamindars were given the right to transfer or sell their land and collect rent from the tenants.

  • The British government, in return, guaranteed the zamindars the right to collect rent from the peasants and protection from external invasion and internal rebellion.

  • The zamindars were responsible for the maintenance of law and order in their respective areas.

  • The revenue was to be paid in cash and not in kind. The rates of revenue were fixed according to the productivity of the land.



Advantages of Permanent Settlement


  • The system provided a fixed revenue to the British government which could be used for administrative purposes and for the maintenance of the army.

  • It gave the zamindars a sense of ownership and responsibility towards the land which led to the development of agriculture and improvement in the standard of living of the peasants.

  • The system provided a stable source of income to the zamindars which encouraged them to invest in the land and improve its productivity.



Disadvantages of Permanent Settlement


  • The system led to the exploitation of the peasants by the zamindars who charged exorbitant rents and forced them to work under oppressive conditions.

  • The system did not take into account the fluctuations in agricultural productivity due to natural calamities like floods and droughts.

  • The system led to the concentration of land in the hands of a few wealthy zamindars who became a powerful class and enjoyed political and social privileges.



Conclusion

Permanent settlement was a significant step towards revenue administration in India. It had both advantages and disadvantages which affected the lives of the peasants and the landlords. The system was abolished in some parts of India in the 19th century and replaced by other systems of revenue collection.
