Given,
Population in 1988 = 50,000

Population in 1989:
Increase in population = 25%
Therefore, Population in 1989 = 50,000 + (25/100) * 50,000 = 62,500

Population in 1990:
Decrease in population = 30%
Therefore, Population in 1990 = 62,500 - (30/100) * 62,500 = 43,750

Population in 1991:
Increase in population = 40%
Therefore, Population in 1991 = 43,750 + (40/100) * 43,750 = 61,250

Hence, the population at the end of 1991 is 61,250.
