It is based on that story where a kid cries for help by saying wolf! wolf!, the villagers used to think that a wolf has really come and to save thay kid they used to rush only to find him laughing on that prank, hence it means false alarm. btw people say that one day the wolf came in real and he started crying but nobody came cuz they thought that the kid is pranking again and wolf that day got a human as a treat.
