If the person copies from two sources, the distinct wrong answers from the two sources would be left blank by the copier and the same wrong answer in the two sources would be copied as it is.
I did it before C since 27 is the wrong choice for me, similarly A, D, E made keys before C. Hence, 4 people made their keys before C.
