Solution:

Given, the ratio of average temperature between P and Q is 11:12 and that between P and R is 9:8.

Let the average temperature of P, Q and R be 11x, 12x and 8y respectively.

From the given ratios, we get:

$\frac{11x}{12x} = \frac{11}{12}$ and $\frac{11x}{9y} = \frac{9}{8}$

Solving the above equations, we get:

x = $\frac{132}{143}$ and y = $\frac{99}{143}$

Therefore, the average temperature of P, Q and R are:

P = $\frac{11 \times 132}{143}$ = $\frac{1452}{143}$

Q = $\frac{12 \times 132}{143}$ = $\frac{1584}{143}$

R = $\frac{8 \times 99}{143}$ = $\frac{792}{143}$

Therefore, the ratio between the average temperature of Q and R is:

$\frac{Q}{R}$ = $\frac{\frac{1584}{143}}{\frac{792}{143}}$ = $\frac{1584}{792}$ = $\frac{22}{11}$ = 2:1

Hence, the required ratio is 22:11 which is equivalent to 2:1.
