Resources are always used in combination of each other to produce the output. In India, there is plenty of human resource prevailing in the form of unemployed people, but there are not enough physical resources present in India to use the prevailing human resources. Hence, resources are always scarce even though there is a plenty of human resource in Indian economy...Hope u've understood...
