The main agreement to reduce tariffs on high-tech and information technology items in 1996 was the Information Technology Agreement (ITA) of the World Trade Organization. The expansion agreement, which would have required duty-free treatment for the expanded list of tech products, including essential semiconductor equipment and components, was not signed by India, a signatory to the original 1996 pact. New Delhi contended at the time that the deal would have an effect on the domestic electronics manufacturing industry and lead to an overreliance on imported electronic products. The 'Make in India' program was implemented by the government to boost domestic production in a number of industries. As a result, Indian enterprises are no longer able to purchase essential semiconductor items at zero-tariff structures.
