Have you checked the market validity of your idea ? If yes, build a business plan with the Value proposition.
Your idea needs to be visualized. Try to create a rough wireframe of your Idea if it's related to app/web. Hire a designer to create a prototype on Adobe XD. It'll be a working prototype that you can show to developers to inspire them about your Startup.
However, do remember it's not the idea that'll excite them rather it's you who needs to be too good at convincing.
The developers could be found on FB groups, Hackerrank, Upwork, Forums or try to attend Startup meetups or Developer meetups.

Find a freelancer who can do the work needed. Fiverr or upwork are 2 sites I know of.
