Milliken determined the charge on an electron through his oil drop experiment.

Oil Drop Experiment:

In 1909, Robert Milliken performed a series of experiments to determine the charge on an electron. The experiment is called the Oil Drop Experiment. The experiment was performed using a charged oil droplet which is allowed to pass through a small hole in a charged plate. The oil droplet is then allowed to fall between two parallel plates, which are also charged. The downward gravitational force on the droplet due to the earth’s gravitational field is balanced by the upward electrostatic force due to the electric field between the charged plates. By measuring the electric field, the mass of the droplet, and the velocity of the droplet, it was possible to calculate the charge on the droplet.

Based on the observations, Milliken was able to determine the charge on an electron to be -1.6 x 10^-19 coulombs. This experiment provided the first direct measurement of the charge on an electron.
